Many Gigabit NICs come with "Green Ethernet" enabled. When traffic slows down for a fraction of a second, the network card enters a low-power sleep state. Waking back up takes 5–20 milliseconds, creating random latency spikes during matches.

Go to Device Manager > Network Adapters > Properties > Advanced > Set Energy Efficient Ethernet and Green Ethernet to DISABLED.
